The person in charge of hiring will frequently not meet the expectations of staff. If we are "working short", people are not happy if you do not hurry up and hire. If you hire someone, it is usually the wrong person.
The way to resolve this dilemma is to involve the front line in the recruitment, selection, mentoring, and retention of their co-workers because "If staff help pick them, they will help keep them!"
